School Bus Behavior

Here's the followup to the St. Louis Fox 2 News story about inappropriate conduct displayed by Elementary Students on a 
Along with the video taken by the bus camera there was another video taken by a student on on the bus that revealed even more disturbing behavior after being viewed by the school administrators. 
Initially, the bus company stood by the drivers actions as being appropriate....now they're acting as if they have to review their policies to ensure the drivers are well informed on how to do their jobs to maintain a safe environment on their buses.
 Maybe it's just me....but why is the driver the only one being held accountable for this incident. If she stopped that bus every time a child got up out of their seats she'd have hell to pay endangering those children due to the frequent stops and the amount of time it took to complete her route.  
   
Today adults have to worry about retaliation from their superiors and parents which explains why they wear blinders and tend delay taking action when it comes to children's Inappropriate behavior. Parent's need to take more responsibility for the actions of their children by teaching them how to behave at home, in the classroom, at school, in the hallways, on the bus, at church, and in public. 
  Drivers get paid to drive the bus....not raise your children! 
 They have enough to do keeping their eyes on the road....and cannot be expected to play Bus Monitor to police the behavior of  your children.
 
To establish a safe environment on buses Parents can take turns serving as Bus Monitors and record the names of the Bullies or children that violate the rules.
